In any case, even if someone provides you the accounts, how are you supposed to cope with the "personal information" issue? Most accounts requires personal information such as name, address to be posted and they verify this personal information when doing payouts (your paypal name etc.). If that doesn't match, they can also ask you for the paper documents to verify the personal information - else put your account on hold. So even if you buy the accounts, but when requesting payout from them, as you won't have the access to the personal information documents matching the original account registration, you will have hard time getting paid from them.
