I mean come on. Try starting a classic business, open a bar or a mini shop. See the amount of initial investment you'll be required to jump into. After that come back to opening a personal blogging website. If $10 + $5 is scarying you away then you're simply not up for it. You have to be that serious about your plans.
I believe it is not worth any trouble to get anything like a free domain online. There is always some catch if not then it will be tricky and time wasting that will make it not worth the time & effort. I'm sure if you are very desperate of in extreme poverty then I understand and hope all the best.
