If you don't have website on it, why do you need varification? As I see you can't verify without contain in it,

You can't verify it without hosting. Google Apps is made to be used in conjunction with a fully-functioning Website, and not just a domain name. Unfortunately, there's no alternative.

I am not sure, but I think you don't need a hosting to verify your Google App's account. To verify, the only requirement is that you should be able to edit your DNS settings. I think they will ask you to enter a CNAME record to verify your account.
I know a site where they have google apps installed with only a homepage, that too just a picture.
