1> you go to a registrar (http://www.ohashi.info/registrars), they are accredited by ICANN to do this.
2> backorder - snapnames, poool, namejet, etc. lots of companies catch drops or have pre-release agreements.

    Hello,

You can register a domain via any registrar. The biggest is GoDaddy.com, but there are also some other ones around too. I prefer Dynadot.com, but everyone has their favorite.

If you go through whois and find a domain that will expire soon, like kohashi said, it's a good idea to backorder it. Alternately, you can wait for it to expire and register it yourself. I'm not a huge expert on expiring domains but I know it depends what stage it is in because sometimes the owner can register it again.
