To 99% of people that would be worth the registration fee. You just need to find that 1% that

a.) Knows who she even is (I had to use your link to realize she was in that bomb Meet Joe Black)
    b.) Is a fan
    or
c.) Thinks it may have value in the future.

You could hold onto it in case she has some level of success but for now it isn't really worth anything

The owner of a tradename/service mark can take control of a domain if they want to. I see many celebrities allow non-commerical use or if the site isn't in bad faith. Some people like Madona took control of madona.com from the previous owner in court because of this. You have to be careful of trying to sell it to the person because there have been cases of cybersquatters losing the domain without receiving any payment when they attempted to do this.

If the previous owner of madona.com hadn't used the site in association with the singer, then Madona wouldn't have won her case. In the end, it really comes down to usage of the domain. Just because you are the first one to register "thepespistore.com" you don't have legal rights to use it. A football fan who registered "superbowl.com" back when domains were first sold lost it in court years later when the NFL decided they wanted the domain.

A real person "Mike Rowe" lost his domain mikerowesoft.com to Microsoft because it was infringing upon their trademark.
