Domain age as Google sees it

    I'm curious,
    say you register a domain and start a site, but the domain you registered has already been registered in the past and let go over 8 years.

    Is the domain now 8 years old or new since it has a new owner and new site?

    It will be called as NEW SITE.
    All previous facts and links to that domain will be reset by Google itself.
    It was cleared by Matt Cutts (Google employee)

    Such domains are many times called as Dropped domains.

    I thought this might be the case as after I hit 1 year I noticed an overall jump in SERPs.
    So if you sell a site and the content remains the same does this still reset everything?
    This would be a major factor in selling a site.
