Ofcourse its a google custom search, with only dofollow featured links. yes dofollow is nt a real term its jus described as opposite of "nofollow". So enjoy Guys!!
you will be able to find hundred of dofollow blogs! That is the footprint of the NoFollow Free wordpress plugin. This plugin allows people to make their blog dofollow.

it depends , how much blogs he have indexed in his search engine. user submits blogs and they add it to their database. thats how it goes, pretty nice idea actually.
looks like its just a google custom search box. i searched couple of pretty high volume keyword and only got one result for them
