For a short answer - yes it will pass link juice. However, it really all depends on the site where the link is at. Is the site relevant to your niche? Does the site internally link to this page? If so, there is a good chance it could eventually form Pagerank and pass link juice.
It will pass, but that may not fetch you much initially. But over a period of time if that PR increases you may be rewarded in directly too. So you cant ignore all nil PR websites too
