If they'd given that one guy a live link, don't you think all the other guys who wrote in would be a tad pissed off that he got the exposure and they didn't?
Why would they be more pissed about that than having his name mentioned and not theirs? They mention people all the time. Why not give them a link? I don't see the difference other than them hoarding link pop internally

The protocol for blogs is to provide links when you mention someone. Why make it complicated and worry about what other people who wrote in will think. This is a policy they often use, I just happened to mention this one case.

Backlink or not, having your company name mentioned on Google's official Adsense blog ... come on, the guy is stoaked!
Of course. It's just that blogs are all about the meta data, the linking, following certain protocols for the benefit of everyone. Google should be king of metadata. And sometimes the big G acts like the rules are made for everyone but them. They got a blog, use it like a blog. Or call it something else. That doesn't mean I don't have great respect for them or their work or that the individual that got called out isn't happy.
The reality is if it was a real sincere and heartfelt wish the person does not care. It is unlikely that they sent it in hopes of being published in a blog, and if they did, then they don't deserve the link anyways. So it seems like a win-win to me.
I think the link would have been too much of a good thing for wishing "Happy Birthday" like so many others have
And maybe the whole point was that Google doesn't want to encourage blog commenting for backlinks ... who knows
OK, so because it conveniences them, they are allowed to break the protocol? But if you break one of their protocols they will punish your site and your income.
