    Yes they do accept new publishers, but it is difficult to get in. If your using adsense I would suggest staying there

    LOL, I was thinking same.

    Now to answer the OP's question, yes they do accept new publishers, but they are very selective. If you have a good site with good traffic it shouldn't be a problem. However, I have to say that I have seen sites that I considered high quality with good traffic not get accepted either so who knows exactly what they are looking for.
