Does Yahoo Use Web Rank in Ranking?

We know that Google Page Rank is a factor
in Google rankings. Is it same with Yahoo
Web Rank? Do they consider it? Apparently
it's not an impartial factor. If they don't use
it for rankings then for what purpose they
use it?
