Does Yahoo launch a similar publisher program like Google Adsense? Please advise.

Doesn't seem likely in the near future.

YPN still has a lot of work to do on ad-targeting and other issues.

There has been no official word from Yahoo about going international.

They WILL HAVE TO, if they want to get anywhere close to Google's AdSense.

They are in Beta for YPN (yahoo publisher network)

They are not sure at this time what they are doing. (True)

They just got a new CEO, hope he is going to look into the issue.

At this time they are just there (for name sake)

LOL - It does not seem likely they will develop something like
adsense, they are actually trying to develop the antithesis.
Antithesis, would do the following:Low CTR, Irrelevant ads
and last but not least Exclude The WORLD - Hummn leave it
to Yahoo (idiots) to Exclude the World in the World Wide Web

don't worry.. until the Yahoo Publisher Network figures out how to deliver a targeted ad more than 2-times in a row, you aren't missing much..

So bad that 94% of everyone that uses it agrees that it sucks, it's lame, and the people running it must be retards, or just do not care if it works or not..

Usually, yes - but, that doesnt matter much when nobody clicks the ads because they have nothing to do with the content on your pages..
