Traffic may play a roll in the amount of search traffic that google sends your way, but probably does not affect pagerank.

no, it's not just based on quality back links only all links that indexed by google can increase your PR ( and not just the links showed up when you type "link:yoursite.com" on google )
Traffic from Google means you have high rankings in Google. And high rankings are possible through quality content and number of quality back links. So, if you have quality back links, then this will surely help in increasing PR.
PR is fairly agnostic. There only two things that fudge PR. One is Trust. Trust Rank is additional weight added for TLDs that cannot be easily registered. These include .EDU, .MIL, .AC.UK, etc. The notion is that these TLDs carry more weight, especially in SERPs, because they're not easy to throw up a spam site and link away. Two is flat-out gaming the system. The Google algorithm watches for sites that go crazy. For example, if 80% of your follow links are going to pill sites, Google is going to stop counting the links toward PR. Click-thru rate on Google is something Google seems reluctant to emphasize in the algorithm. And for obvious reason -- if you weight click-thru too heavily, people will start gaming click-thru rates.
