Does TOS asking to put privacy page for users ?

someone told me that the new TOS asking publishers to put a privacy page that telling users that this site is using cookies is that right? do i have to do this ?

You can search for previous threads about that. There are many threads that also give samples and policy generator. Please put it on your site asap
