Does TopEuro.biz is a paying Program? Any one use it?

I am using this program.I have have 0.40cent there only.But if it works.Then i will send more traffic to it.Is any one get paid? or anyone use it.
And if anyone has any better cpm based advertising network which pay via Lr or paypal.Then please share.

I don't think that you will find network that pays more than topeuro For sure, they pay, and they pay good.
