i think timing can affect your traffic if you happen to publish some news type events that are time critical; but can't comment about click value!
I generally get more earnings per click during weeks 2-3 of any given month (probably something to do with ad budgets) and during US daytime (probably something to do with US clicks paying more). However, if I have something ready to publish I just do it. There could be an argument made for staggering updates to ensure there is fresh news everyday but I say get it out there before someone else does Cheers BP
I think a publisher has to work ahead of time in a sense of publishing articles about an event 1-2 weeks prior to the actual date of the event (depending on how fast search engines index your site). I have found this to work best for me and increase the traffic i get from search engines considerably.
I remember once problogger talked about this issue and he mentioned, makes his postings on morning times (US), so that their readors gets an early reading and remember high paying clicks advertisers restricts their no. of clicks per day and those clicks starts every fresh day, so mostly you'll get some good click value on the morning times in US...
Well, I think your income goes high and you will get greater CTR plus greater click value (ECPC) with time, if you do regular seo and marketing work with your site. Otherwise it will go in dutch.
