Does this page/site pass link and/or PR juice?

    The site in question is
    yourvoiceagainstpoverty.org.uk

    The reason I ask is that is because there is this in the code:-
    <META NAME='GOOGLEBOT' CONTENT='NOARCHIVE'>
    <META NAME='ROBOTS' CONTENT='NOARCHIVE'>

    This site does not get cached in Google and i wonder if its a blackhat trick to either CON the link buyers or FOOL Google.

    Your thoughts are much appreciated.

    it passes link juice. google just wont keep a cache version of the site

    The noarchive tag does not affect outbound links. Check for nofollow on the links though.
