As per Google, over 100 links on a page is not good. All unrelated links looks more like a link farm, also bad.
Google advised the webmasters to stay under 100. It is obvious that they cannot penalize every site.. for example, sitepoint forum has over 500+ outgoing links on its forum page (same with other popular forums) but still receives a good PR and SERP.
