Does this constitute as incentive or drawing attention to the Ads ?

Can I put the sentence "Want to get rid of this Ads ? Become a member now !!" above or under the Ads ? It's for a forums. Currently, the Ads are only visible to the guests. So yeah, will this be a violation of the TOS (for drawing unnecessary attention) ? If not, is it okay to put it above the Ads ?

Well I wouldn't directly put it by the ad. Maybe somewhere else and word it different. Like "Become a member and browse AD FREE!". Or something.

    Labeling Ads
Publishers may not label the ads with text other than "sponsored links" or "advertisements." This includes any text directly above our ads that could be confused with, or attempt to be associated with Google ads.

i would say don't put it near there to draw attention to it

Yep you can use this as long as it is not near your ads. Make sure it is seperated from the ads and does not draw undo attention to them. I would consider framing it if you have not and placing it much lower or higher than the ads.

imo i don't see how drawing attention to an ad can be bad, if you seen an arrow point to a link and it didn't interest you then you would ignore it. but i guess it can't be proven thats how it works 100% of the time so they have this rule

Google is simply trying to protect the integrity of the program is all. They do not want their advertisers to pay inflated advertising costs due to people clicking their ads by mistake or to support a site. They only want quality clicks for their advertisers. I know I use Adwords and am glad they have this rule in place. There are many on this forum that also use Adwords and feel the same. It cost us money for each click and we would rather have only those truly interested in the advertisement clicking on the link.

On the Premium membership registration page (where there will be no google ads, as it would be considered a non-content page) you can state that one of the benefits of premium membership is that the site will be ad-free.

Otherwise, I doubt google would like it above or below ads or on the same page as ads due to undue attention/labelling, even if the undue attention is that they can get rid of the ads. But you best email google and ask them. It would be worth posting google's answer here as future reference for anyone else wanting to do the same.
