I think it matters. I have a site in Norway that does not get high listing on google.no (only two Norwegian sites link to it).

On google.com however, my site is listed higher, probably because of 20-something links from foreign sites.

Yes, maybe not so the domain but the IP address of country where the site is hosted in. This call geolocalisation of link, if you get more links from English sites then you will be higher for English keywords on English Google. For me if I want to optimize any site in Polish I just add link to Polish directories after that I see that I am listed higher in Polish Google.pl and not so high in Google.com for Polish keyword.

Agree with you. If you have more links from your country websites, you will see the results on country search engine (sorry if it is duplicated content). I think that this is not only on Google, but on other search engines too.

I have such an experience too. One website is listed on first page in local Google. For a few weeks it was listed on the second page on Google.com too, but now, it is not listed in the first 10 pages.

I think if your are having a website that caters to specific region then all the above is true

But if the website is not related to any particular region or country then you do not have to worry about it!

Well its not really country focused however my theory goes....

Being top of a local google, and nowhere in a google.com has got to be better than being average in both? maybe?

google is a local search engines. if you want to get higher ranking on google.co.uk , you need more backlinks from .co.uk web sites. this is true for the other countries. for example if you want to get higher rankings on .au web sites, you need more backlinks from .au web sites:)

Yes, it does matter - in meaning of sites language where backlinks come from and their localization. It is important for both factors where and how you are ranked.
