Any tip on image SEO? Is PR of the site that contains the image important for the Google Image SERPs?

No, Pagerank is not a factor for images results. Proper naming of image files and use of title and alt attributes are the best way to get your images in Google Images.

IMG tags don't have a title attribute, just ALT (right?)

yes its recommended to also use both alt and title tag on images if you want more exposure from google images.
