I am cent percent agree with James....server location does not effected your page rank but domain location does. For example if you have a site which domain belongs to India (xyz.co.in) than you can easy target your site and keywords in India but if you want to target this site in uk and us than it is very tough task because Google give the priority to the local domain site.

    I do agree with James.

Solution 1: Select country related domain like .com .uk .co.au etc
Solution 2: If you have already running website then Set Geo location to your website in Google webmaster tool.

As per google algorithm, it does affect your site rankings.

Always go with a .com and .net if you have the option and then buy the countries domain... even .org or .info

It matters a lot. As Matt said Google algo consider all things i.e. country specific domain, hosting server's IP etc. For example, .uk domain will not rank higher is google.co.in except specific query.
