As owner of the directory, yes but to get better ranking results, no. Atleast I don't think it's worth the time spending on it.

yes for good results you need unique articles and submit them on high PR article sites, you can also try squidoo to get top position in SERP.
I don't think doing directory submission is a good idea. You should go for other means of link building such as quality guest posting and more.
If you are looking at ranking it's only a waste of time and resources. And if you want to increase your traffic you have to sort through the list to find one with lots of traffic daily and have your site listed.

There's loads of ways you can publish great content on high PR sites for quality back links, guest posting, forums and some social media sites are do follows, not all are no follows. Digg, Reddit, Squidoom HubPages and Foursquare are just a few places that love great content and either allow links in the content or at least allow a link in your profile back to your site, my advice is begin with integrating a blog, do a some research and build out from there.
Yes they work if you list your website link on good and well edited directories and avoid the spammy ones.
