Does sequence of words matter in SEO?[Same words, different sequences]

Ok, let me explain what I mean:

Google is always trying to build its search index by thinking like a human, i.e, While ranking a page, it takes into account so many factors that we as a human would actually consider if we did what the server scripts are doing.

According to above corollary, which one of the below two headings should be considered as more optimized than other.

    1. PHP-MySQL: 5 less publicised mistakes that can weaken your application
    2. 5 less publicized mistaked that can weaken your PHP-MySQL application

Though both have exactly the same words, the first one is more appealing to a human because it gives more information in less time as compared to the 2nd one. So does this mean that the first one would appeal more than 2nd one to Google and that there are better chances of ranking by using the first one?

word proximity matters. i.e. how close is "PHP" and the word "Application".

yes sequence does matter a lot. because if you look through the SERPs, you will find that google starts considering those sites which use keywords in their description(from the very starting of their description).
