I think you have to have a verified paypal account with credit card.

 

be careful with sedo payments recently they banned several accounts and they only get cc bill with no further communications after the payment

I have purchased the domains at Sedo through an unverified Paypal account, but I'm not sure about featured listing.

the sedo reps are not even answering any queries and u can see lot of banned accounts without any reason ( but those idiot parking company not refunded the money to those guys )
