Does SE give more weightage to inbound links from close geographcal region?

    Eg.

    1. Will my Indian website get more weightage if I have a inbound / outbound links exchange with Indian websites rather than US website.

    2. Does a Inbound link from Indian website with PR 3 have more weightage than Inbound link from US website with PR 3 or more?

Or is all world considered as one by G for calculating the PR

I'm trying to figure out the same but haven't invested much time nor effort into finding the answer yet.

I'm after finding out whether to rank for UK searched it's better to have UK IP based IBLs.

It might make some sense for the serps in a 'local search' situation. I would doubt they'd take it into account for a general search though. And I doubt it would have an effect on actual PR. All guesswork.

These days with a lot of people using .coms regardless of what country they're in, or .tv or .it, or whatever, it would seem to me to be a flawed way of deciding a site's ranking.

It's not based on the top level domain. Local searches are based on the site's IP and subsequently that IP's geographical location. You might find a .co.uk based in the US and so on.
