Sure, the relevant backlinks are quite better than the irrelevant ones. Just using forums may have less effect as compared to the mixed media like blog comments, directory, social networking etc. along with forums.

Forum Linking and Blog commenting (spamming, in my opinion) are actually short-term methods of link building that might be helpful for you, but only for a limited time.

The best link that you can get for your site is an Editorial Link and the more you get such links, the easier it becomes to rank higher in the search engines, even for the competitive keyword phrases. Article Marketing (posting unique articles in top directories) and Guest Blogging can be a better way to get started in link building.

Always try to write great content for your site (and syndicate it wisely) so that other people would want to share it (naturally) after reading - in that way, your readers will build links for you and help you to dominate your niche.

Building a natural link footprint for your website is a process, not a magic switch. Forum participation is one of the techniques that should not be overlooked, but it is not a solution to an effective link building campaign. It is probably a more effective tool of networking with people who share similar interests if you actually put some thought into your replies and not just post for the sake of posting.

It should help but don't overdo it and don't waste too much time on it, it is one of the many strategies and not a very useful one by itself so use it but don't get too hung up on it.

Relevant forums links are very much important, but along with these you should also focus on other link building techniques as well, like Blog Commenting , Directory Submission, Social Book Marking.

Forum posting will really help in getting backlinks. But it helps when it gets crawled. Secondly, high PR forums and the forums where more visitors come and updation is more will be more beneficial. And quality is most important and not quantity.

If you can optimize your forum posting with valuable info your post will be there for long time & everytime someone find your post valuable they will click your websites link. In that way you can get quality traffic.

They will help, but not much, since most of them are buried deep in internal link structures and therefore do not carry much link juice.

Every type of backlink helps a bit, but article marketing backlinks are more long term and you can make better use of keywords

It would appear totally unatural for your website to only have forum links pointing to it... Google prefers natural links

Diversification plays an important role in your link building campaigns... blogs, directories, social networks, forums, web 2.0 etc

Plus it is important to continue aquiring links on a regular basis... you don't want to get a ton of links right off the bat and then just stop, you need to add them continuously

They help, but they're not the most effective type of link you can get.

For me the sites that I had in my signatures always ranked higher than those I hadn't. No matter how much work I did on them. Don't know why.

It will help and so will blog commenting but not as much as other links like article marketing and guest posting. Make it part of your overall strategy but don't get too hung up on it.

I think forum backlinks can be quite good, especially if you find High PR forums, and also forum backlinks are easy to get and they can be easily outsourced for a very cheap price on the various freelance websites..
