I am moving a section (web directory) from one site to another site. Many of the pages have a PR rank of 2 to 4. My question is, when I move the pages and apply the 301 redirects, does Google pass the page rank juice too?

Definitely it passes PR juice or link juice but not all for example you have a PR pf 4 only some of it's juice is pass...
It should move the entire PR over - but some people have been complaining about being sandboxed for doing this. (I suspect they are 301 directing PR to a site which had nothing to do with what the original PR was from.)
