Those that say pr doesnt matter lie. It does matter but google wants you to focus on content instead of crap spam or paste & copy. My view is create good quality content and backlinks and pr will Be easier to come in time as well as traffic.
on my part of working pr is also important google will remove your position without pr it is the top of the search result

From last two PR updates, I would say, Google has minimized much more. Before last 2 PR updates, updates were most based on backlinks, content quality and other SEO factors but now PR are more dependent on clean website structure. And website structure are much less parameter to play role for ranking in comparison to content and backlinks.
