Does PR 0 means site penalised??? or it means site is yet to get a page rank??

    If you are ranking for your desired keywords how you can think that your site is penalized. Pr=0 is not that the site is penalized. Gain good quality links from PR-2+ web-pages and wait for around 3-4 months to get a green in your PR
