Does PHPList allow subscribe by email?

    I need a list management system that allows subscribe by email - ideally free at this time because I can't see paying $20 a month for five subscribers. :cool:

    I can use PHPList through my host, but not sure if it allows people to subscribe by email. Anyone know?

    I already checked Mailchimp. Their site says they don't allow subscribe via email.
