Never seen that either as I have some clients who trade adsense placement for hosting and we hit that target every month.
Also, something to think about, you can have your parents form an LLC (which I would recommend when doing any business) for you, and place you as a person authorized to act on the company's behalf, then when you do anything you are doing it in the company's name. I know quite a few hosting companys that were started like this and it is completely legal, and it makes all contracts legal, and you can just do PayPal as the business and you don't have to worry about them locking your funds.

Its better that u do not fake ur age, just wait till u are proper age, because if they ever find out then ur account will be limited in future
yea PayPal must verify your age and all documents so you should to provided right information that you have
I ended up having to fax them my ID when I got my first Dispute because the member was posting a bunch of stuff saying I was a scamming kid and telling them to ban me from PayPal... It wasn't much of a hassle at all I had it taken care of in less then 2 hours.
I was 14 when I opened my first PayPal account. Had it limited once because it was hacked, had a valid bank debit card on the account, verified the info, PayPal loves me
I never knew that but I don't think thats right. They have never asked to verify my age, and I have definitely sold/received more than $1000 total in goods.
They don't verify age unless you do higher transactions. If you do higher transactions, they will verify your id proof.
