Does PayPal make any exceptions ever?

    I mean wich are beyond their policy.

    For example to let someone use paypal in country wich is not in PayPal system at all?
    Like my case, but i am ready for any condition they like. It is not a problem to lets say, i deposite 3000$ on PayPal balance (to stay there all the time, not to be spent) and if i sell, to limit income to 50$ per transaction? They can not be harmed by me in any way then?
    Is there any way to contact them and ask for that kind of service?
    Anyone knows that PayPal have made that kind of exception ever?

    Sorry but no paypal is so......... ugh!...

    lets just say there tight asses...

    If you do ONE thing wrong even by accident or even if you got 10000k in your account they will still freeze you.. Which is BS cuz i had 6500 in my account and
    some guy asked for a refund and all this crap and then i said no because he already painted what i sold him. SO he asked for a charge back and reported me.
    And without taking this into consideration i was frozen with my 6500 in my account.. Its been about a year and its still there untouchable

    I think that if you are looking to accept paypal - the best use 2checkout for that. They allow you to accept paypal and this is only one way to accept paypal in non Paypal country.

    I don't think they can make exceptions in non-paypal countries because they have to work something out with each government before paypal can be accepted. They probably have different rules to follow for every country that excepts paypal.
