I don't think his question was answered at all.

He's asking about parking a domain and routing all traffic to his other domain.
This is not allowed by google and is manipulating traffic. Sites have been black listed by google for things like this.

To try and and answer hsi question.

Yes you can route one domain to another without trouble.
I would not route multiple domains to another for traffic results alone.
If you have a valid reason like the site has moved this shouldn't cause problems.

I believe you need to have large large amounts of traffic coming to your parked domain to qualify for Google's program.

Unless I'm missunderstanding the OP, I think he wants to park his traffic domain with a redirect to his new site. I don't see what the above clip from TOS has to do with that. If I'm wrong, someone please enlighten me.

    Okay. You have cPanel.

The best way to do this if that is what you want to do is:
    1. Park the old domain on the new domain.
    2. Set a permanent redirect (301) for the old domain to the new domain.
    3. Change the name servers at your registrar.

The reason you do the redirect is so you wont be nailed for duplicate content. Without the redirect if someone types in your old domain name they would go to the new site but the old name would be in the address bar. With the redirect it displays correctly.

That is the advice that I have seen in more than one SEO article.

Duplicate content reduces the overall rating of the site and the pages. I know a site of mine actually dropped when I parked some domains on top of a site that I own.

The 301 redirect tells the SE that the content that was there has been moved. If your two sites are not similar then you may not want to do it. Parking alone will get the existing traffic to the new site.

If you have pages other than your index page that are linked to from other sites or bookmarked by users you may want to add a custom error handler so that are directed to the index page of the new site when they click on a link like oldsite.com/page20.html. If all your traffic enters at the index page you don't need it.

You can only figure this out by studying your stats to see what the entry pages are. On most of my sites about 65-75% enter on the index page with all the other pages sharing the remaining hits.
