    1. Could you please give me ideas about does pages with NOARCHIVE meta pass PR or it doesn't?

    For example:
    <META NAME="ROBOTS" CONTENT="NOARCHIVE">

    2. Could it pass link weight by the keyword(s) into the link anchor or not?

    But how search engines can know what links located at the page while the page does not archived?

    It knows. It just doesn't show it. You can't view a cached version of it. That's all.
