Page rank is assigned to a website by google depending upon quality of content it has , meets all the guidelines set by google, informative site for user, and good amount of quality backlinks.

Although page rank will generally increase as you add more backlinks to your website, page rank can be quite difficult to determine. For example, you could add a lot more links to your site and see your PR drop, or you may see an increase in PR for a site which hasn't been promoted or worked on in ages. I don't generally bother will PR anymore and concentrate on adding fresh original content.

Lol... PR isn't only about external backlinks, but also internal. If you have a 1000 posts, all linking to your homepage and your site is aged (and all the posts are aged), it will gain a high PR even without backlinks from external sites. If you are aiming at gaining PR fast, then you need backlinks.

Content has nothing to do with PR.

This is the correct answer. You need a bit of everything to increase your PageRank.
