Does optimizing a phrase optimize a keyword also?

I'm trying to optimize the phrase "funny rants", but I would also like to optimize just "rants". When building links, if I make the anchor text "funny rants", does that also optimize me for "rants". And if I make anchor text simply "rants", that means Google crawls it and sees it as worth more than "funny rants", right? I know this is kind of a convoluted question, but I can't think of a way to properly ask it.

Im no expert but i assume that if you were going for the phrase "funny rants" it would raise your keyword ranks for "funny" and "rants" too. But i would expect to have to do this across your whole site text, include "funny rants" in your meta name="keywords", title, and meta name="description" too...

But dont take my word as gospel, im no expert i maybe missing loads of stuff out.....

I don't bother with meta tags, the big search engines don't even look at them anymore.
