    My website http://www.cheapwebdesigncompany.net hit by penguin. I am thinking to purchase a new domain and want to move my old website to new one. Does penguin hit effect also will transfer with the domain?

    If you do a redirect those same factors that hurt you will still be there. Instead of running, you need to address those issues. Or you can move to a new domain without a redirect, but that would only work if you don't have any onpage issues holding you back.
