Does Microsoft adCenter program accept new publisher applications?

    Does Microsoft adCenter program accept new publisher applications? I can't find anywhere where you can apply for a new publisher account. Am I missing something?

    its a hidden url id search sign up msn ad center and youll get the url for signup, then it takes about 7 days for an approval.
