Yes, it will help your pr0 site. It may help a bit less if it's hosted on the same server, but it will still help. I would advise to not overdo it in terms of the amount of links, but links will certainly help.
Yes it should help. But it is better if it was from a different class c server for reasons beyond PR.
Linking sites on the same server and ip will increase your pr and your serp. It is not as good for your sites as links from different ips, but it does not do any harm as far as I can see.
As no-one knows exactly what the Google Algorithim is - I have no idea! However, my experience is that I have a fairly new (just 12 months old) website that has PR3 throughout quite a number of pages, and it is linked to by another website of mine which has a mix of PR4/3 - and they are on the same IP.
Atleast it wont harm the rankings < dont overdo the linking > .. though it will be more beneficial if they are on Different Servers . Correct me If i am Wrong
Yes, it should pass on PR, and your PR0 site will likely become PR 3 or 4 next update. But make it look natural, which means it must be related and definitely not a duplicate.
ofcousre it helps! If u just have one site it recommended to linking the pages with each other to up the PR of this pages ... It`s mean the linking will benifit u in all cases ... but it will be better if u do that in other site with different IP
Whiole linking within your site pages, think more about your users and how you can provide an easy navigation system for your users.. you really dont need to bother much about PR

Salarymap.com got a PR5 a few months after launch with only links from a few of my PR5 sites and one PR6 site that I own. My sites are on different IP's. Besides that I think the only other links were from my DP sig. Since than it's picked up a few links for having a Google Maps Mashup and I've had a directory submission campaign completed.
