Does linking a website to a blog decrease the website's ranking in Google?

    I don't think so, it is considered a backlink. Though how effective it will help the web site depends on how strong the PR of the blog is.

    I suppose it could if the site you are linking to is blacklisted by Google.

    A links to B.

    If B is a spammy, good for nothing site in Google's eyes, it could affect A's rankings.

    The short answer is no. Remember, search engines crawl and index PAGES not sites - just like how pages link to pages instead of sites. If the blog is a part of the same domain and site as the regular Web site, then it'll be considered an internal site link. If it's on another site, then it'll be an external link.

    It's really that simple.
