I don't think it helps.. but my images always have the alt and title tags

 

i think the most important think for your links is anchor text. google will look your anchor text

I don't think it would hurt, as long as you are not stuffing keywords all over the place

 

I'm not sure if it helps but it can hurt if you just stuff it with keywords that looks like obvious spam

 

The think the whole title="" tag is beneficial, however I think when it comes to image then you are just better off sticking with the standard alt="" tag. That's just my opinion anyway.
