    1- Google mostly ignore it or gives little quality to those exchanges.
    2- If you want exchange go for 3 way. It is a lot better than 1:1
    3- There are a lot better ways (free) than link exchanges

    I think it's just a waste of time. There will never be a fair exchange and google seems to ignore whatever value that comes with it.

    Dont exchange link for just link
    First see whether site show links at appropriate place or not. best place is there where people can see that easily..

    Dont use two of three words use a line to explain link like if your blog is about seo tools "Free SEO Tools 4 High Results" will be better than just "SEO tools"

    Personally I do not do any link exchanges anymore. I haven't for quite some time. I don't think it's a good way to spend one's time and I also think it's a really great way to get your site blacklisted if you link to the wrong places.

    ..this is one of those areas that noone seems to have a conclusive answer, sites that relied solely on reciprocals for links plummeted overnight when google adjusted their system a couple of years ago. So everyone stopped doing any kind of link exchanges. The question is did these sites JUST lose the rankings for the phrases they were targeting using reciprocals or both rankings and pagerank.

    If it was just the specific rankings then they may still have some value if they pass pr i.e more frequent crawls etc..

    As the days pass fewer and fewer sites engage in link exchanges and I vote that they are 98% a waste of time and energy, you can use your time far better. I still do them in extremely limited cases- a link exchange with a high pr site in my niche with good traffic and a quality linking plan. 2009- have done 1. 2008 did 2. 3 ways are total crap. Don't give your link juice away unless you get something in exchange or you are linking out to good quality sites for a reason. Just because someone links to you today they may remove it tomorrow. Pretend there is no such thing as link exchanges and you will spend your time doing higher quality work.

    Link exchanging works perfectly fine, same as it always has if you have the time to do it. You'll get much better / faster results just buying links though. A lot of people that do link exchanges are kind of shady on how they add your link.

    I've found recip links just cancel each other out and add up to nothing ! In-bound links are the key !
