Does keyword link power drop when PR decreases?

    Lets say there is a certain site that had a high PR but after the last update lost it to "0" The outbound links on it have certain keyword combinations giving higher positions to the sites they are pointing to. My question is: Will these positions be effected even if the mentioned site is big, relative to the ones it links to and of highest importance and quality?

    It might be, dropping of pr might indicate there's something wrong with site.
