Do you think that the person with the biggest budget will outrank the person with a lesser budget..all things being equal...except for the wallet factor.
Usually the person with the most money wins. However, it is possible to rank in moderately competitive and local niches without spending any money at all. Build good content and get people to link to it and you won't have to spend any money...however you'll spend more time than your competitor that is out buying links.
You don't really need too much money to rank in the top spots of the SERPs. All you need to do is learn SEO and spend some considerable time optimizing your website. But is very possible to rank better than high budget people with very few money. Regards.
It depends on the seo skills of r high budget competitor.. Its really tough to beat him if he is an experienced SEO with huge budget.
