I would say be very, very careful buying links. Google usually knows which links are paid for and discounts them at best, or penalizes you at worst. Don't take my word for it, check out google's webmaster guidelines: "Buying or selling links that pass PageRank is in violation of Google's webmaster guidelines and can negatively impact a site's ranking in search results." Employ any number of organic link-building techniques to improve your SERP rankings. http://www.google.com/support/webmasters/bin/answer.py?answer=66736
Yes, it would help verrry much, and while it does cost money, you can get the same results by blog commenting and pinging the page with your comment using services like pingomatic. it also matters depending on what you are looking for. Do you want increased sales? Or, do you want an increased page rank? Whatever you do, stay away from text-link brokers like Payperpost and ReviewMe as your site can get penalized by Google, and that would defeat the whole purpose, right?

Be careful. Don't buy links from sites that sell links directly through their sites - that it's written on their sites. Rather go to the Link Sales section on DP.
Go for related links, links that are in some fashion related to your website. For example, don't buy links for your Mortgage Website on a website about Online Dating. Also, don't buy too many links all of a sudden. Just be slow and steady with your link building strategy.

It is my opinion that you should not buy or sell links. Natural links and exchanges are fine; but purchasing and selling them does seem to be agaist Googles TOS and may affect your pagerank. ~ Mike
