Yes IP address matters for Keywords Rankings. If you're using a US IP address and searching for a keyword it will show search results for USA.
Yes it matters....while ranking your keyword you posted some spam content or activity. This only happens when you are not following they guideline of any site they consider you as spammer than they block your site.
I do not think so. Once I read the matt cutt blog there I found that IP address are not important in improving keywords ranking.
