Free blogs are for hobbies. And spammers. There are exceptions, of course, but it doesn't look professional. And no, you can't use wordpress on blogger.

With cron jobs you can execute your scripts periodically. You usually have to pay extra for this. You can use it for backing up your blog or post content if you have an autoblog or something. Just search the forum for hosting and domain offers. Some simple answer would be Hostgator & GoDaddy. Search for voucher codes. You can enter them and get for example one month for free.

Yes, Hostgator is a very good host. Their support is great and their service is reliable. After you get your own domain and hosting, you can then install wordpress and then you can use any template that you want to. To buy domain names, I will suggest to use godaddy.
