Does google take title tag as title on SERP, even though it is irrelevant to website content?

As I know, google takes title tag (which is used by the webmaster) as title on SERP. If, title tag has not been used, google takes title by analyzing content on page and look at link point to the page. Am I right or wrong? and if the title used by the webmaster is not relevant to page content, then what google does?

I can't say for sure what Google is doing over there, but I have seen them change titles in their search engine. They certainly don't change the title of a webpage on a site's server (can't be done), but they sure will change what it says when a webpage shows up in a search.

If Google thinks the title is completely irrelevant, however, they'll accuse the site of spamming and demote the page or completely remove it from its index.

We cant exactly say that google will only show our title in it search engine results.. If users search key is related to the page content and that keyword is not in title tag then also google will show our site highlighting they keywords from our site.

Yes. Google show the title results first if content in not relevant to title. I have tried this.

The only change Google does in the title tags is they push the brand name in the first place for eg: "SocioSquare: Internet Marketing Company". If the title isn't relevant, Google will not include that website in the SERP's for the desired keyword.
