Does Adsense take snapshots of your website per clicked? If they don't, I think this idea is good. This will enable Google to see if a site meets the TOS. For example a user click on an ad but the ad has a text on top like 'Cool Stuff' not 'Advertisement' or 'Sponsored Links'. This is clearly against the TOS (Labeling Ads) and Google will be able to catch the publisher instantly and not before a publisher wisely changes its format when pay day comes when Google verifies its publishers. It can also be good when a publisher went over the maximum number of ads displayed.
i think that there's probably too many publishers for google to monitor via this method. i would assume they have some sort of algorithm which monitors page content, and then when it's flagged, a manual review is initiated.
Actually, they definitely monitor page content BUT they do so in a very random sort of way. They can't track every website every day (yet), and their robots can't even look at them all the time. If you break a rule, they can dock you for all your income, so they really don't have to track what was clicked and when. In fact, it is better for them not to (if they had the records, you could tell them to dock you only for the bad content days).
Yup. This guess seems to be accurate. They definitely check before payment hence those "I got banned before payment" threads cropping up.

They must have some sort of criteria for the checking of sites. I assumed this would be stats based..
